Old news.
Anyhow, he was suffering from Parkinsons, among other things. MAYBE he was fixed up... But he's not the Lieutenant. The Lieutenant is an S-III.

Doesn't fit with the Pelgasi Delta though.

It's more likely he was the third survivor
