I just want it to be like that Tounge

Warthogs are efficient at taking out infantry only.
Rockets are efficient at taking out vehicles only.
Assaults are efficient at taking out rockets only, but are cheap and easy to spam (in order to overwhelm tanks).
Tanks are efficient at taking out warthogs and assaults but is expensive.

Seems to balance out pretty well. Don't you agree?
I will, of course, throw in the others in random places; they just wont be part of the main mix.

Certain weapons react differently when hitting certain targets right?
like a machine gun 'hits' infantry better than a tank cannon, even though it does less damage

That should solve any damage issues.

Well yes, that's where rate of fire (ROF) comes into play. A shot from the scorpion would effectively annihilate any poor marine in its path... but it takes so long to reload. While a 50 cal and just rip through entire squads of infantry with mere milliseconds between each hit.
