Which made sense for higher difficulties when the enemies were harder (not that much harder, but it makes more sense for them to up the difficulty then to implement thermal clips instead of weapon mods)
Again, thermal clips should really be a luxury item, like if your in heavy combat, instead of waiting for your gun to cool down you could just use a thermal clip.
It makes sense for heavy weapons too, but you should be able to buy heavy weapon ammo, instead of finding it randomly, with that being said, ME3 should be more like ME1, where you can make money from killing people and selling their gear.

Indeed. Games are becoming a lot cheaper a lot faster, hell you can get Fallout New Vegas for half it's normal price already, and that game only came out 2 months ago. You just have to have a savy eye for deals.
