Whow whow whow, not yet, I will make a few diagrams of what it should look like, and I need to get some consultation as well in regards to how best to make the website.
This website must be extremely good looking. (I would like for it to look sort of like the Mass Effect 2 site, in terms of visuals, but Halo/Forerunner themed of course)
Must be unbelievably ergonomic.
And, AND, it must be perfectly designed.

Lax, post some examples of sites you've made.
And also Ringleader, looking at the ME2 site, I don't know how much you know about web design, but something as elaborate as that would be a bitch to do. That site is just saturated in Flash, and would take a while to develop. Something simpler can be done, but can look just as effective.
If you want a fan site for Halo, what exactly do you want on it? Fan fiction, but what else? If it's only really going to be fanfic, something as elaborate as the ME2 would be impossible, because there would only really be a few links, and not a huge amount of info to post, other than the fan fic, and maybe some news. You'd probably want something simpler, yet still visually appealing. If you give me an idea of a basic layout, and what you want on the site, I can very loosely draft up a non-functioning page to give you some ideas, and you could expand on that.
A forum idea isn't the best, but you could have a link on it back to this, then create a sub-forum on here. That way, you get better Halo fans coming to this site, and without the need to create an entirely new forum just for the fan site. You're best off which something that has basic functionality, i.e. a sidebar or top nav bar which has links to maybe Home, News, Fan Fiction, Forum, and maybe a bit more. You could expand upon that with drop down menus too. Then just have an archive for all of the fan fic to be posted. I could easily make an archive script which will make it pretty easy to list all of the pieces on the site. And a submitting form would be pretty easy to do as well, so people could upload it and then it can be reviewed.
Just that expecting something like the ME2 site for a project as small as this is pretty crazy, unless we have people here who are ridiculously good at Flash and can incorporate it into webpages well, which I can't do other than basic embedding.

Something like ME2 would be WAY overdone, and way beyond our reach.
My idea for the site is for it to incorporate as much fanart into the articles as possible, so it reads like an encyclopedia, but hopefully has a better theme than Halopedia.

Maybe not that elaborate, but it should be very very well made.
It should have sounds, moving images, and stunning visuals.

Fan Fics, Fan images, Fan original content, Fan anything that is well made, and improves upon Halo.

I wasn't planning on a Forum, I would like to have multiple links to supporting sites, such as this one, BLS and perhaps other mod sites.

Well, it is not intended to be small, it is designed to be pretty popular, I will try to find people who can do what we need done, but I suppose, if it cant be done, we could just alter the Black and Blue site to look like its Forerunner, but in such a way that it will still look really good.

Yeah, if we got a couple of the guys here who can code web sites to work together, it's easily achievable. But I still think you're being too ambitious with the website. Start it small, keep it basic. If it gets crazily popular, we can improve on the visuals then, but there's no point spending a whole heap of time and effort making a fan site that might not even get used often.
Also, the links for the affiliate sites could be placed in a special sidebar area or something.

i can APPLY the code, as long as the code OR image is given...
i use those themes because when i tryed, i failed at codeing skins...so i just browsed a site that Provided skins and Codes for them...
i can add images, i have befor, but i like the simple fourms because they are easy to make, and get opperational...and they are disposeable...

a fourm is just so that it can be neatly stored, the topic with the FF would than be Locked so no Spam may enter, unless someone wishes to have posts about that FF made...

A forum will not neatly store things. Having them all neatly presented on a clean webpage will.
Forum != clean webpage, and especially not Invision free boards because they're always disgusting and cluttered.
What Ringleader really expects is a website coded from scratch that can display all of the fan content nicely.
