greek fire is a very sticky stuff
it's really really hard to get off of you
and when you add water.... it ignites

people's normal reaction to getting set on fire is to jump in water....
so... *watches hamsters burn underwater*

No qwerty, oxygen is still present in water, that's how fish breath. Plus, you can't forget about fuels such as oil that can burn dispite water. And, of course, the heat would be provided by the starter, obviously triggered by water. There's your three components for fire.
