In case you forgot, most private companies get funding through the X-Prize which is a competition. Meaning they're COMPETING for the money. They spend a LOT before even getting anything, and only one can win. this system is far superior to NASA getting a bunch of money (far more than those companies) and spending it all before producing any results.

What saddens me is that we have the tech to build a spaceship that could take us to pluto in a matter of hours at 10% the speed of light. We just don'r want to spend the money.

I don't see how space travel (besides orbital) could really benefit us until we invent a device that can bring us to other systems. Colonizable planets are more rare than you think, there are none that we can truly benefit from within our solar system.
Perhaps we could spend a hundred years terraforming mars so it could support a small ecosystem, and maybe mining of metals from other planets and asteroids, but there isn't much worth the resources involved in manned space flight. The only real use of manned space flight to other planets is just to say, "Hey look, we've been here." As far as I'm concerned we have a lot more pressing issues than that.

the moon's rotation is synced with it's orbit
that's why the same side of the moon is always pointed at the earth
so only the earth's rotation would be a problem.

There isn't much of an advantage with weapon systems on the moon, since we could put the same systems in orbit much easier. Of course it would be much harder for missiles to reach it, but it would be just as hard to get it's missiles to reach the Earth.(and hit accurately)

By the time we would even be able to attempt such a thing as a lunar-based weapons platform, I would hope we would have something better than missiles and rockets.
