Interesting question: did you actually read that whole section? Because I've already answered these questions. Halsey considers any Spartan whose body she does not personally confirm as being MIA. This is observed with both Kurt and Sheila, the latter of whom Halsey personally saw die, but whose body she could not recover. Unless they managed to make a flash clone of Jorge that was so perfect that it could fool Halsey, and then decided to kill this amazingly capable super soldier just to get the original, they could not get Jorge without Halsey knowing.

Considering how we know next to nothing about 80% of the Spartan-IIs, they certainly are unique, and if they wanted unique but different from Spartan-IIs, they wouldn't have put them in MJOLNIR armor. There hasn't been a game to show anything that occurs between 2525 and 2552, and the books only touch on an extremely limited few instances therein! I've suggested a very simple setting change which involves retaining the entire plot, the personalities of the characters (except Emile isn't a dipshit), the weapons, the vehicles, everything but the basis of the characters. They are otherwise almost completely unrestricted in what they do. All they have to do is not fuck up, but it's too late, because they already did.
