Herbert Hoover, engineer, government official, later President of the United States. His term was immediately before F. D. Roosevelt's and after that of Calvin Coolidge.

One of the largest dams in the United States, re-named after its construction in honor of Herbert Hoover.

Quite possibly the answer you're looking for, a brand of vacuum cleaners not as well known in the United States as other brands.
