which they can already do, using a combination of the fact they signed away their rights, and the patriot act to access the tracking data on their current phones.

They actually probably can do more secure and durable at a fraction of the price. Like TNine mentioned, these are iPhones, as in, from Apple, which means the tech is outdated and costs four times what an up-to-date system would. The choice of the iPhone really seems odd to me. I mean, if they really wanted to give smart phones to all of the new recruits, they could have picked just about any other smart phone and been better off.
