Oblivion fixed that by adding a train cap on all the skilltrainers.
and i think skyrim wont use fallout 3's exp system since the playstyles are very diffrent, A warrior shouldn't be able to pour points into spells and a mage shouldn't be able to wear heavy armor like a pro in one to two levels.
Fallout has a system where its more fun to experiment with a variety of diffrent talents and skills, elder scrolls is more about building a character and solving the diffrent situations the game throws at you with said character.

Not really true, as even in Oblivion once I maxed out most of my main skills, My warrior became a master of Illusion magic, and was at least a journeyman in all the other magical disciplines. Sure I didn't have as much magicka as a mage, but I could still heal major wounds, light my way or turn invisible and summon a couple of creatures or fireballs if I needed too.

Civ, GI had interviewed Todd Howard for some community Q&A and you could tell how pleased Howard was to be on with them, like he was thanking GI for everything they've done for Bethesda and the TES series. Even the devs really take notice of how much influence GI has.

Besides this is Bethesda we're talking about. Let's hope the new engine isn't as buggy and glitchy as the old one, because as much as I love their last few games, that instability always hurt it's otherwise glowing experience for me.

Well my only problem with that is, don't you gain power from each one you kill? like an ability/bonus? You could pretty much go farming for the blighters and go super OP.

It beats farming super mutants in fallout 3 until you could 1HKO everything in the game with a hunting rifle.
