I really doubt it's just gonna be random chance of dragon attacking you at all times. there's likely to still be triggers for dragon attacks based on progression and the like. It's just that you won't have to then go find out where the dragon is, cause he'll find you.

Oblivion had a scale system, i'm sure this will be the same.

Never said it couldn't. I pointed out a potential problem.

Given the many criticisms that were leveled at Obivilion, and there attempts to address them so far, I think it's unlikely that we will see a scale system that busted again. I really don't want to be whacking a goblin overlord for 5 minutes as he tries feebly to kill me because our health bars are soo ridiculously high.

I was exaggerating a little to emphasise my point.

When you hit a very hit level, you face higher tiered verisons of guys you already fought, so say I fought a bandit at level 10, it would take about 30 seconds as a sword and shield warrior.

Now I'm about 30-40 now, and the dude is kitted out in the best light armour and weaponry (Glass) and I'm in Legion dragon armour and have Umbra, the most powerful sword in the game. The whole block, slice slice, block takes a bit longer due to that level of protection and health he now has. Probably about 2 minutes to kill him.

The scaling system in oblivion was REALLY annoying. There a few reasons I feel this way about it, and they are:

1 - Every Bandit, Every Marauder, EVERYTHING gets ultra good and ultra expensive equipment. It doesn't really fit the game imo.

2 - Your character, after ending the Oblivion Crisis, is still just SLIGHTLY better than alot of the NPC's in the game world. Annoys me for the same reason #1 does, it doesn't really fit in. If everything in the damn game is so powerful why was your character even needed?

Okay, so I only have TWO reasons, however, I feel that they are important enough to make note of. Most of the time when I play Oblivion (like with my current character) I stop levelling up at around level 10 to keep things a bit more 'real'. My characters still has shit for health and most equipment, but so does everyone else. Besides, just because my stats dont go up doesn't mean my character doesn't get better from skills.

Anyways, I'm hoping that the scaling system in Skyrim does not effect nearly every damn thing in the game... like normal people, bandits, and every goblin tribe, etc.

Yeah I always found it werid that the Campion of Cyrodil is only minorly better than the entire population of the land in terms of equipment and fighting ability.

Besides you want to have a sliding scale upwards in terms of difficulty for games, but in RPG's especially it's a good feature to show how far you've come as a character during your adventures, so that when you face those enemies you fought at the start again, you comepletely destroy them now, and then you introduce new enemies to bring the challenge.

Obivilion is basically a straight line in terms of difficulty throughout the entire game, which kills any feeling of character progression

Yea in Oblivion you never really felt powerful unless you built them a very specific way. The leveling system always caught up fast.

They did this probably becuase people could easily rush to get the best equipment in morrowind, and even at level 2-3 if you had really good equipment you were pretty much unstoppable in that game. and if you werent unstoppable there was i high chance of you getting your ass instakilled by a high level NPC.

On the topic of the scaling system; I agree with you guys but I am going to argue the flipside so that this discussion isn't so onesided
The problem with not having a scaling system is that the game can end up practically dictating to you what missions you can or can't do, or the places you can't go to at the level you're at. With Diablo (for example) a scaling system wasn't necessary as the game did actually dictate what you can do at what point. It did have a rather large and somewhat open world but (If I remember correctly) the mission all had to be done in a specific order so Blizzard could safely assume what level you were at at what point in the game.
But with The Elder Scrolls and it's open world and mostly open mission select (Minus the guilds which have an specific order, but even then you are able to join any of the guilds at any point/level and go between the guilds as you will) it would be a real shame with such a world if you end up restricted to only ever using specific roads that lead you directly from point A to point B preventing you from exploring 95% of the world until you're level 80 because the enemies are based for players much higher level than you, defeating much of the point of such a world.
Well, that might be an exaggeration.

when you're 5 years old, you can't just stroll around downtown LA.

requiring an investment (years of experience, time spent acquiring anti-minority weapons) makes the accomplishment more significant.

Actually that's a good point.
It would make progression through the game a main objective and motivation, rewarding the player with not just leveling up, but expanding the players world. Also with this system it would give the player the ability to actually feel their level progression unlike Oblivion were level 5 and level 35 felt pretty much the same.
I think the most important thing if they don't have a scaling system is that the player should know either were high leveled enemies will be (For example, maybe the higher the level the more north they live or something), and/or that you can quickly and easily distinguishable from other enemies, so you couldn't get caught off guard.
It could resemble how GTA IV worked. If GTA gave you the entire world at the beginning of the game, it would just seem like more buildings and streets, and the game already had enough streets and building for any kind of mission they wanted so in practice you were not really restricted at all in the beginning despite you only had access to a small-ish portion of the map.but because you had to earn the rest of the city, it was more than just streets and building, (At the risk of repeating myself) it represented and enforced the sense of progression, and it made you properly appreciate the area you earned.
