people rush power units... or they spam weak units early... the most tactical thing i've seen was when a guy locked his base and built a bunch of things that my friend wasn't expecting to come out... and slaughtered my frined

yeah, pretty much....
basically the moment you get a scarab its like over...

Take a somewhat decent RTS studio that has never done a strong campaign. Give them Halo Wars.
Let them develop the game in the dark, letting fan expectations soar to the clouds. Especially since you're competing against StarCraft II. While you're working in the dark, cut the mind, heart, and soul out of what makes an RTS an RTS.
Come up with the lamest crap you can for an army. Make a magical freezie-bomb, and deny it's a self-reference. Make an Optimus Prime tank, and deny that it's a ripoff of the Terran Crucio Seige Tank. Make sure it's ugly too.
Add a mech. All the little nooblings and casual gamers (Note: Read "casual gamers" with the same tense you would use for referring to cockroaches) love mechs. Especially if they are pulling off Hulk Smashes, Ninja Leaps, and look like the bastard son of a Gundam and the Ironmongerer. And try NOT to let your face melt when you call it a forklift.
Speaking of ninja leaps and everything, throw common sense and canon out the window and make the Spartans jack Banshees flying at fifty meters. Throw out more logic and make them haul around chain guns as main weapons. And piss on the timeline so you can add KEWL FLAHSY SPLAZERZESS!
Tactics? Who needs them? Just spam, counterspam, and counter-counterspam! No micromanagement, no learning curve, only pretty little lights.
Campaign: Same old, same old. Take the old formula of "Fight aliens, crash land on ancient installation, fight Flood" and reuse it. This time, worse. The main character should be ripped out of a dozen cheesy action movies, and mixed with Marcus Fenix. Oh, by the way, he's a 30-year old with a biological 18-year-old daughter. Go figure.
Cutscenes: If we make them pretty enough, nobody will notice the lame dialogue, lame voice-acting (Did they get children to do those parts?) and BAD choreography. The Elites are to be dumbed down. Make them fight like three-year-olds so the Spartans can FIGHT LIEK AEWSOMESAUCE!
Oh, and make the Arbiter fall for the "If you don't kill him, I'll come quietly" routine.
The AI: Sex appeal. Don't even bother with a distinct personality.
Plot holes. We love plot holes. The more, the merrier.
Oh, and when fans complain about your handling of the game on your forums, dismiss them as mere 'fanboys'.
Congratulations. What ES has done has far surpassed what Jonathan Mostow did to Terminator.

A gamer is someone who plays games like other people read books or play sports. They actually care about what they are doing, and they like good stories and well-put-together games.
Hardcore gamers are people who:
- Are making money at it, like the Korean StarCraft Players.
- Devote their entire social lives to it, like a lot of World of Warcraft players.
- Obsess over the story like the hardcore Harry Potter fans.
- Cosplay outfits are a pretty good indicator.

Halo used to have a great story. ES didn't care. ES just slapped the name on it because it would sell more copies. It's just like seeing shoddy workmanship on a power tool, knowing it exists because the company knows people will buy it anyways.
I tell you the truth, we had two skill saws. One was made in 1959, and has a sheet-steel covering. The other was mostly hard plastic, and made by the same company.
Guess which one wore out first. The newer one, made in the early 2000s. Burned out earlier this year.
The other one has a replaced cord and blades, but all of the internal parts are original. Now, why aren't tools like that made anymore?

Well I really like Halowars. Its fun, has good controls for a console RTS, and its something different (somewhat). As for story.....I don't really take it seriously. I leave the story telling to the books and FPS games.
