Berlin isnt a bad idea. Id say it would be a city where the spoken language is english as its one of the biggest languages, so id say Washington DC or London etc

Berlin does not have easy access to the sea, which would be the number one most desirable trait for a world capital. Land transit is more or less useless to anyone outside of the continent. Therefore, Rome or New York would be more logical choices.

Air has hardly made other modes of transportation obsolete. While people are more likely to choose it to travel long distances, it is still inefficient and is rarely used as a method to transport goods. Such things normally go by boat, and will continue to for the foreseeable future. And so, access to the sea will remain a strong factor when deciding the value of a place's geographic situation, which I think we all agree would be one of the deciding points when choosing a world capital.

A huge percentage of the world is Muslim, keep in mind. If Jerusalem was made world capital, not only would we have almost a third of humanity in protest, but simply put it would not be a good representation of the world.
