Berlin is just about /the/ banking capital of the western world, and it's a central location in the first place. Like they say, "All roads lead to Berlin, if only because those roads were made by thousands upon thousands of Shermans and T-34s marching in a straight line."

Berlin does not have easy access to the sea, which would be the number one most desirable trait for a world capital. Land transit is more or less useless to anyone outside of the continent. Therefore, Rome or New York would be more logical choices.

Air has hardly made other modes of transportation obsolete. While people are more likely to choose it to travel long distances, it is still inefficient and is rarely used as a method to transport goods. Such things normally go by boat, and will continue to for the foreseeable future. And so, access to the sea will remain a strong factor when deciding the value of a place's geographic situation, which I think we all agree would be one of the deciding points when choosing a world capital.

So ship by train to Bremen. Problem solved.

It isn't a question of could it be done, it's a question of what's practical. Since such a route would be considerably more costly than a direct sea shipment, Rome would be better situated, not to mention more historically significant.
