Ledger obviously wins here
Nichelson's performance was fantastic... but the new batman is different from that batman... so it really depends if you are thinking of the joker as a criminal with a sense of humor... or as a sadistic murderer with no conscious or any real goal

if we are bringing cartoons into it then the "actor" would be the person who was tasked with animating the Joker... not the person who read his lines

They best the animations on Mark Hamill's movements when in the recording studio
Besides to snub Hamil just because he didn't physically play him is pretty unfair, it's like saying the comic book Joker would be credited to the penciller not the writer.

the comic book is credited to the writer... for what he says... but for what you see him do, then yes... the pencils are where the character came to life
if you count writers then none of the actors get any credit for their acting.
the animator did all the work for the animated joker... hamill sat back and read lines, he did it well... but he did no real acting

I think Ledgers rendition of the joker was... fitting for the movie. It potrayed the joker really well, and was a break from the comic book style villans and heros.

Well, the thing is, I think it would be best to try and decide which Joker was the best. That way, we can compare comic books, movies, and cartoons.
And not having seen any of the Jokers except for Ledger and Mark Hamill (A LONG time ago) I think it would only be fair to post the youtube videos of their finest moments.

Ledger Joker is the best psychopathic murderer, Caesar Romero was all about the gags, Nicholson was inbetween, flipping from murderous rage, to humour.
Hamil is similar to Nicholson in this respect, as he flips from calm jokes, to mad violent murder. I just think he's the best at flipping from appearing to be relatively harmless, to a terrifying villian.
To discredit it because 'HEALTH LEDGER DID THE BEST JOKER EVARR!' is patronising and notis one of the reasons why he is so sorely underrated.
Ledger was good, the Perfect Joker for Nolan's films, but I believe Hamil was closest to the comic book Joker.

'Appeared to be harmless'. It's all a menacing Facade, which quickly falls away and you see the true madness and cruetly behind that smile.
