At the rate technology is advancing and the gains made in fields related to such super soldiers we may have Spartan II like super soldiers 450 years early.

1. Genetic Enhancments -
These already exist. While Gene Therapy is still in its infancy, we do have working growth hormone injections that increase total size, strength and intelligence.

2. Strict Military Training -
While not legal in the U.S., the methods used to train Spetz Naz(sp?) could very well be implimented to train super soldiers from young age.

3. Power Armor/Exoskeleton -
An exoskeleton being developed by U.S. Military R&D. In a matter of 10-20 years they expect armored and combat ready versions.

4. Shielding -
This is perhaps what we are furthest from. Energy shielding is relatively far off(anything that could actually shield from physical harm) although our armor is advancing rapidly. Right now there are materials that are almost gel like that, when a magnetic force is applied, become extremely tough and resilient, perfect for flexible armor joints.

New alloys are being developed as well, infact, there are some that harden as pressure is applied(although it has not been tested with firearms; just Lethe's, Mills, Hammers and Drill Presses) which would make great armor plates to be used in non-joint regions of armor.

They didn't make them until 25 years into the war with the Covenant.

so does this mean we will have to come in contact with aliens and if they make us go to war with them for 25 years and go into near extinctionfor us to have sheids?

Dud, our Universe has around 200-400 billion stars, each with its own planets. There are over 100 billion galaxies in the universe. There is likely to be multiple universes. If you honestly believe that we are somehow the only highly advanced life-form, you need to check your head.

all i can say is when the US goes to full scale war with evryone US will have the advantage with the suites..
