Ukraine/Sevastopol vs. Rumania/Budapest is stalemate.
Army Rumania is forced to hold by attack from Stevastopol.
Army Serbia vs. Army Bulgaria is stalemate.

2 weeks to send in orders, ect. all that jazz

fall phase beginning.

Note: to speed things up, since I don't rly want to have to run a separate retreating phase, if a unit looks like it's in danger of being dislodged, please include the top few places you'd want it to retreat to. There's an example in the French orders. Also, if you don't want to retreat you can choose to disband a dislodged army.

Not really seeing the justification there. This isn't like mafia. Every two weeks, an action is due. There is no subjectivity to when the next phase will begin.
