As a game Halo Wars is probably one of the best console RTSs... As a halo game though it was awful.

Victory Games, only recently renamed Bioware Victory (so they could slap the Bioware name on it) is making it.
I'm skeptical considering the c&c games ea has put out, but it does have Jon Van Caneghem (maker of Heroes of Might and Magic 1,2 and 3 and Kings Bounty).

The point being that when a highly regarded, experienced studio that has been doing RTS for decades sits down to make a Halo RTS, it winds up being garbage. Now, EA throws together a studio, throws it into BioWare, and says "make a new C&C game" and I'm not going to hold my breath.

It also probably won't have modding due to using frostbite 2. (though bf3's lack of mod tools might just have something to do with dice being a bunch of lazy assholes and not providing modding tools so they can better force feed you dlc, instead of their "its too complicated" excuse)

You mean they haven't been following that formula? Having faction campaigns was a core part of what made C&C what it was!
