What Role Should the United States of America take in dealing with foreign countries?

The US gains another ally in the region and can finally start looking good to the Arab people. If we help Arabs, they won't want to kill us as bad.

a civil war is more private because its a necessary thing for a developing nation, and its a fight between the government and the governed, or two groups of governed.
2 nations has two governments fighting.
with kuwait, we've already made treaties and such that cover our assistance in times of military need.
So if the rebels actually declare their independence and for ma government(Which I have heard they are attempting to do) id it still a civil war? Should we stay uninvolved then?

How would this new 'government' exactly establish who is governed by them and who isn't?

I believe that would be up to the new government. How did we decide that we were no longer a part of Britain? Which, by the way, would not have been possible without international help.

Let me spout some specific examples.
Northern/Repbulic of Ireland.=Republic receeded from UK rule and formed their own state and government, completely independent of our juristiction.
Pakistan/India.= Again they broke in two and are now two seperate entities.
Crypus.= Island is in two pieces one belong to Grecce, the other to Turkey.
North/South Korea.
I'd like to point out, all these countries did break up after a conflict and a ceeded government forming against the state government of the land and declaring indepence, which has been said the US did in the war of indepence.
Ironically for me, It's amusing to note that the UK was involved in virtually all these fracturing of countries into two seperate states. We have a knack it seems to break countries into two if the people inside them are fighting.

Meh. Asking for and giving help is human instinct, it is what makes society run. In many parts of the world where we are in, we need to stay for one reason or another. How much help is too much? No. I think that America does a lot of work for the common good, or to remove dictators from power, but only when it benefits us. We look good when we remove the dictator of Egypt, forgetting we put him there in the first place, and kept him in power. We allow Saudi Arabia to be oppressive because they are our allies. And that last one i agree on, if we ditched our allies in the Mideast it would be even more unstable. It's not a simple answer, and it is one of the few times where doing the right thing can be very damaging for everyone.
